The Council Members are elected, at large, to four-year staggered terms. The City Council sets fiscal and operating policy and provides strategic direction to be followed by staff. The offices of Mayor and Mayor Pro Tem rotate among the Council Members each year, typically in December. The Council also serves as the Board of Directors for the Housing Authority and Surplus Property Authority.

Application Guidelines
To file for this position follow these three simple steps: 1) Contact the City Clerk at (805) 986-6503 to verify that your address qualifies for the position and that you meet any other candidacy requirements (for example, living within the district for a specified amount of time prior to the election). If you have difficulty speaking with the City Clerk, contact the Ventura County Elections Division at (805) 654-2664 for more information or assistance. 2) Obtain the correct filing papers from the City Clerk and complete the paperwork required. It is understood that first time or beginning candidates may need someone to review the paperwork with them, so it is useful to stop by the office in person during normal business hours, or arrange a time that you can speak with someone while picking up the filing papers. We suggest asking additional questions regarding filing for office (like the amount of petition signatures, filing fees, or to double check filing windows/dates). The California Secretary of State's Elections Division is also a great resource and can be reached at (916) 657-2166 or http://www.sos.ca.gov/elections 3) Submit the candidacy papers within the 113-88 day filing window prior to the election (most California elections use the 113-88 day filing window). After completing this paperwork and filing it with the elections office you will then appear on the ballot. If you have any questions regarding running for this position, contact your city or county elections department as soon as possible. Submit application to: Port Hueneme City Clerk, 250 N.
