As the city's legislative body, the City Council conducts the affairs of the City on behalf of the citizens, in accordance with the State Constitution and the General Laws of the State of California. It is within this legal framework that the Council makes decisions affecting numerous aspects of community life, from the provision of municipal services to land use planning and community development. The City Council sets the annual budget to ensure that the city's operations and capital infrastructure are maintained for the efficient delivery of services.

Application Guidelines
To file for this position follow these three simple steps: 1) Contact the City Clerk at (805) 388-5353 to verify that your address qualifies for the position and that you meet any other candidacy requirements (for example, living within the district for a specified amount of time prior to the election). If you have difficulty speaking with the City Clerk, contact the Ventura County Elections Division at (805) 654-2664 for more information or assistance. 2) Obtain the correct filing papers from the City Clerk and complete the paperwork required. It is understood that first time or beginning candidates may need someone to review the paperwork with them, so it is useful to stop by the office in person during normal business hours, or arrange a time that you can speak with someone while picking up the filing papers. We suggest asking additional questions regarding filing for office (like the amount of petition signatures, filing fees, or to double check filing windows/dates). The California Secretary of State's Elections Division is also a great resource and can be reached at (916) 657-2166 or http://www.sos.ca.gov/elections 3) Submit the candidacy papers within the 113-88 day filing window prior to the election (most California elections use the 113-88 day filing window). After completing this paperwork and filing it with the elections office you will then appear on the ballot. If you have any questions regarding running for this position, contact your city or county elections department as soon as possible.
