Description

The Utah State Board of Education has general control and supervision of the public education system and is the highest rule-making body in the public education system under the State Legislature. It consists of 15 members who are elected by the voters of their district every 4 years in general elections. The State Board must meet at least 11 times a year to conduct its business. Utah Constitution Article X, Section 3 and Title 53A of the Utah Code describe in detail the specific legal duties of the Board. Among these duties are: Appoint the State Superintendent of Public Instruction; Adopt administrative rules directed to the whole system; Establish minimum standards for public schools; Make rules that establish basic ethical conduct standards for licensed public education employees; Define, establish and implement a core curriculum; Maintain general control and supervision over Adult Education; Annually prepare and submit to the Governor and Legislature a budget for the operation of the institutions and agencies under the Board; With the State Auditor, set and approve auditing standards for auditors employed by local school boards and charter schools; Verify audits of financial and student accounting records of school districts and charter schools for purposes of determining the allocation of Uniform School Fund monies; and fulfill statutory responsibility for the management of the Utah State Office of Education, Utah Office of Rehabilitation, and the Utah Schools for the Deaf and the Blind. The salary for this positions is $3,000/year.

Application Guidelines
To file as an unaffiliated candidate in Utah follow these three steps: 1) Contact the Utah Lieutenant Governor Elections Division to confirm that your registered address qualifies you for the position you intend to run for, and that you meet other office specific qualifications. Obtain petition forms and a certificate of nomination form from the office. Begin collecting signatures. Before submitting the signatures to the Elections Division, the signatures need to be verified first by the appropriate county clerk. 2) Complete the required candidacy paperwork including financial disclosure forms and a petition composed of a stipulated number of signatures. Statewide candidates (e.g., governor, attorney general) must collect 1,000 signatures. All other candidates must collect at least 300 signatures or 5% of the registered voters living in the district/area (whichever is less). Accompany these documents with a Filing Fee. Next, file this paperwork with the Utah Lieutenant Governor Elections Division if you plan to run for a statewide office. Multi-County districts file with the Utah Lieutenant Governor Elections Division as well, however Single-County district candidates file with the County Clerk of the county in which the district resides. 3) Submit the candidacy filing paperwork to the filing officer during the filling window. The filing window begins the second Friday in March and ends the third Thursday in March.
