The City Council is composed of members elected at large by the city's residents to serve four-year terms. As the city's legislative body, the City Council is responsible for the implementation of programs and services provided by the city, as well as hearing the concerns of local citizens. The City Council has appointment authority for positions such as City Manager and also appoints citizens to various advisory committees. The Mayor is elected at large for four year terms. The Mayor officially speaks for both the government and the community as a whole. The Mayor is the presiding officer and a regular member of the city council, and has all the powers and duties for the office of council member in addition to those of mayor.

Application Guidelines
1) Contact the municipal city clerk or district filing location to confirm that your registered address qualifies you for the position you intend to run for, and that you meet other office specific qualifications. 2) Complete the application and file with the municipal city clerk or the district administrative office. If your municipality or special district has over 5,000 people, there is likely a filing fee or a nominating petition in lieu of a filing fee, which must accompany the application. 3) Submit the application and if applicable make sure the application is accompanied by either the application fee or nominating papers. The filing window for Texas municipal elections is generally 108-78 days prior to the election. The Harris County Elections office can assist with general questions for candidate filing and they can be reached at (713) 755-6965 or [email protected]
